Digital Europe Program

The Digital Europe Programme (DIGITAL), with a budget of €7.6 billion, aims to support the EU’s digital transformation by promoting the adoption of digital technologies across society and improving digital skills.

Strategic Objectives

Digital Europe will fund projects in six key areas during the 2021–2027 programming period:

  • High-performance computing (€2.227 billion): deployment of world-class exascale and post-exascale supercomputing capabilities;
  • Artificial Intelligence, Data, and Cloud (€2.062 billion): creating sectoral data spaces across the EU based on federated cloud-to-edge infrastructure and supporting  the testing and adoption of AI-based solutions (AI TEF);
  • Cybersecurity (€1.650 billion): building advanced cybersecurity capabilities, supporting the sharing of best practices, and ensuring the widespread deployment of cybersecurity systems;
  • Advanced digital skills (€0.577 billion): expanding education and training offerings in key digital technologies and digital skills for non-ICT sectors, and supporting collaboration between higher education institutions and the private sector;
  • Accelerating the use of digital technologies (€1.072 billion): establishing a network of European Digital Innovation Hubs (EDIHs) to support the digital transformation of European public and private organizations and the implementation of high-impact projects, such as blockchain capabilities or the digital transformation of public administration and services;
  • Semiconductor chips (€1.65 billion): Since September 2023, under the Chips Act, funds from the DIGITAL program have been mobilized to address the semiconductor shortage by supporting capacity building through the Chips for Europe initiative.

With its diverse range of topics, the program is designed to appeal to a wide variety of stakeholders:

  • small and medium-sized enterprises,
  • higher education institutions,
  • research centers,
  • government agencies,
  • large corporations

The predominant form of funding is grants. Funding includes grants covering 50% of costs for all eligible applicants, grants covering 75% of costs for small and medium-sized enterprises, 100% grants for coordination and support actions (CSAs), and public procurement contracts.

The Digital Europe Program complements other EU programs, such as the Horizon Europe program for research and innovation, the Connecting Europe Facility for digital infrastructure, the Recovery and Resilience Facility, and the Structural and Investment Funds.

The Third Wave of Challenges

Apply AI: Piloting AI-based image screening in medical centres

DIGITAL-2026-AI-PILOTING-10-SCREENING 

Application period: April 21, 2026 – October 1, 2026

Call Objective: Pilot deployment of cloud-based systems utilizing European AI algorithms and generative AI in clinical practice. The goal is to assist healthcare facilities with limited resources (e.g., a shortage of specialists) in analyzing medical imaging data (MRI, CT, X-ray, ultrasound, etc.) for the early detection of cancer and cardiovascular diseases. The system should automatically detect clinically significant findings and integrate into standard clinical workflows (PACS, RIS, EHR).

Budget + Funding Rate: The total estimated allocation for this call is €9 million. Funding is expected for 2 projects, with a maximum EU contribution of €4.5 million per project. The funding rate is set at 50% (Simple Grant action type).

Implementation Period: 36 months

Type of applicants: The consortium must consist of at least 7 independent entities from 5 different eligible countries, with at least one partner coming from the industrial sector. Eligible entities include both public and private organizations, in particular: hospitals, clinics, research organizations, providers of IT/AI solutions, SMEs, the medical technology industry, government agencies, and non-governmental organizations representing patients or healthcare professionals.

Ensuring comprehensive geographical coverage of the Network of Safer Internet Centres

DIGITAL-2026-BESTUSE-10-NETWORKSICs

Application period: April 21, 2026 – October 1, 2026

Objective of the call: To ensure full geographical coverage of the SIC network in countries where such centers do not yet operate or have not received funding. Each center must fulfill three roles:

  • Awareness Center: Campaigns and educational programs for children, parents, and teachers on the risks (cyberbullying, inappropriate content, misinformation).
  • Helpline: Providing counseling to children and parents on issues related to online safety and mental health.
  • Hotline: A way to anonymously report illegal content, particularly child sexual abuse material (CSAM).
Budget + funding rate: The total allocation for this topic is €10 million. This is a Simple Grant action with a 50% funding rate. The maximum grant amount is limited based on the population size of the country in question:
  • Countries with a population of over 20 million: up to €1.175 million.
  • Countries with a population of 6 to 20 million: up to €750,000.
  • Countries with a population of under 6 million: up to €450,000.

Completion time: within 18 months

Type of beneficiaries: Consortia composed of non-governmental organizations, government agencies, or private entities. This call is intended for countries that were not successful or did not apply in the previous specific call (DIGITAL-2025-BESTUSE-08-NETWORKSICS). Only one national center may be co-financed in each country.

Building capacity to deploy the EEHRxF and digital health services and systems to support the rights of citizens and reuse of health data under EHDS

DIGITAL-2026-BESTUSE-10-EHDS

Application period: April 21, 2026 – October 1, 2026

Objective of the call: The objective is to support the digital health community in implementing systems that enable citizens to access their health data and share it across borders. The initiative focuses on three main areas:

  • Building the capacity of public authorities and healthcare providers for the primary use of data (e.g., the transfer of medical records).
  • Supporting data holders in improving data quality and creating descriptions (metadata) for secondary use (research, innovation).
  • Training service providers (especially SMEs) so they can assist the aforementioned entities with the technical implementation of the EHDS.

Budget + funding rate: The total allocation for this topic is €14.4 million. The funding rate for a single winning consortium is 100%, but the project operates on a cascade funding principle (grant recipients further distribute funds to third parties in the form of sub-grants, which require 50% co-financing from these third parties).

Project duration: 48 months

Type of beneficiaries: The application must be submitted by a consortium consisting of at least 5 independent entities from 5 different countries. Eligible entities include public administrations, ministries of health, hospitals, research institutions, the private sector (IT developers), SMEs, and non-profit organizations (e.g., patient associations). At least one member of the consortium must demonstrate experience in managing cascade funding.

Support to Dissemination and Exploitation (D&E) for the Digital Europe Programme

DIGITAL-2026-SUPPORT-10-DISSEMINATION

Application period: April 21, 2026 – October 1, 2026

Objective of the call: The main objective is to maximize the impact of the Digital Europe Programme (DEP) and promote the practical application of its results. This is to be achieved through:

  • Optimizing the operational framework for the dissemination and exploitation of results (D&E) using methodological and practical approaches.
  • Supporting projects in the preparation and implementation of their own D&E activities, including advisory and acceleration services.
  • Creating a database of specific successful cases of DEP results across all specific objectives of the program.
  • Ensuring the dissemination of results even in the context of security restrictions and the protection of EU interests.

Budget + Funding Rate: The total estimated budget for this call is €1.8 million. This is a Coordination and Support Action (CSA), for which the funding rate is set at 100%.

Project duration: 36 months

Type of beneficiaries: Applicants must be legal entities (both public and private entities) established in EU Member States or countries associated with the Digital Europe Program. Target entities are: entities with experience in D&E in the field of information and communication technologies. Knowledge of the DEP program or involvement in its key activities is considered an advantage. End users of the results and recipients of support include, in particular, SMEs, as well as public administration, European institutions, the private sector, and academic institutions.

Digital solutions for regulatory compliance through data

DIGITAL-2026-AI-DATA-10-COMPLIANCE

Application period: April 21, 2026 – October 1, 2026

Call Objective: To support projects testing digital solutions for the transmission of information relevant to compliance with EU legislation (e.g., environmental regulations) and to automate compliance processes for pilot use cases. The goal is to leverage advanced technologies (e.g., automated data transfer, analytics, cloud storage, encryption) to ensure data security and reduce the administrative burden on businesses by automating reporting processes.

Budget + Funding Rate: The total budget for this call is €8.5 million. The funding rate is set at 50%. The expected grant amount per project ranges from €2 million to €5 million. This is a Lump Sum Grant.

Project duration: 24 months

Type of beneficiaries: The applicant must be a legal entity (either a public or private entity). The call requires a consortium consisting of at least three independent entities from three different eligible countries. The target beneficiaries are national and EU authorities, regulatory agencies, businesses, compliance data providers, data-sharing organizations, and universities.

Research Support Framework for Situational Awareness on information integrity

DIGITAL-2026-BESTUSE-RSF-10-AWARENESS

Application period: April 21, 2026 – October 1, 2026

Objective of the call: To establish a common research framework with the necessary infrastructure to enable advanced research and analysis of information integrity in the EU. Specific objectives include:

  • Providing or setting up the technological infrastructure (both hardware and software) for information integrity research.
  • Developing or acquiring tools for analyzing information manipulation.
  • Making the infrastructure and tools available to researchers and civil society.
  • Utilizing mechanisms for accessing data from online platforms under the Digital Services Act (DSA).
  • Establishing a grant structure for distributing funds to third parties for research projects and tools.

Budget + Funding Rate: The total budget for this topic is €6 million. The expected grant amount per project ranges from €5 million to €6 million. The funding rate for the consortium is 100%. The project must allocate at least 60% of its budget to financial support for third parties (FSTP). These third parties are then co-financed at a rate of 50%.

Project duration: 24 to 30 months

Type of beneficiaries: The application must be submitted by a consortium consisting of at least four independent entities from four different eligible countries. The target entities are research organizations, civil society organizations, fact-checking organizations, and technology providers.

Advanced Digital Skills for AI Uptake in Health

DIGITAL-2026-SKILLS-10-DIGITAL-HEALTH-STEP

Application period: April 21, 2026 – October 1, 2026

Objective of the call: To expand educational opportunities in the field of artificial intelligence in healthcare. Projects are expected to design and implement training programs that will enhance the readiness of healthcare organizations and their staff to apply AI solutions in practice. The call directly supports the initiative “European Network of Advanced AI-Supported Screening Centers.”

Budget + Funding Rate: The total allocation for this topic is €7.8 million. The maximum grant per project is €3.9 million. The funding rate is 50%. This is a Lump Sum Grant.

Project duration: 48 months

Type of beneficiaries: Applications must be submitted by a consortium of at least four independent entities from four different eligible countries. Target partners include universities, research organizations, industrial companies, SMEs, vocational training providers, and government agencies. The training is intended for healthcare professionals, managers, data scientists, and programmers in the healthcare sector.

National Coalitions for Digital Skills and Jobs

DIGITAL-2026-SKILLS-10-NATIONAL-COALITIONS

Application period: April 21, 2026 – October 1, 2026

Call objective: To ensure the establishment of new National Digital Skills Coalitions and national platforms in countries that do not yet have them, while supporting the expansion and operation of existing coalitions. The goal is to link national websites to a central European platform for sharing content, training, and labor market information.

Budget + Funding Rate: The total allocation for this topic is €2 million. The maximum grant amount per project (for a single consortium managing the entire network) is €2 million. The funding rate is 100%. This is a Coordination and Support Action (CSA). Financial support to third parties (cascade grants) is permitted up to 30% of the budget.

Duration: 24 to 36 months

Type of beneficiaries: A consortium of at least 5 independent entities from 4 different countries, with at least 4 entities being previously funded national coalitions. Public, private, and non-profit organizations with technical and coordination capacity may participate.

EdTech Accelerator

DIGITAL-2026-SKILLS-10-EDTECH

Application period: April 21, 2026 – October 1, 2026

Call objective: To help European EdTech startups and SMEs transform innovative educational solutions into market-ready products. The project must create an acceleration program for at least three waves (cohorts) of startups, including mentoring, real-world testing, and support for market entry. Particular emphasis is placed on technologies such as generative AI or extended reality (XR).

Budget + funding rate: The total allocation is €2.7 million. The maximum grant per project is €2.7 million. The funding rate for the consortium is 100%. A key condition is that at least 60% of the budget must be allocated as financial support to third parties (FSTP) for selected startups/SMEs.

Implementation period: 36 months

Type of beneficiaries: A consortium of at least 4 independent entities from 4 different countries. Recommended partners include non-governmental organizations, universities, venture capital investors, technology companies, and educational institutions.

Support to the implementation of Multi-Country Projects: EDIC Support Hub

DIGITAL-2026-BESTUSE-MCP-10-HUB

Application period: April 21, 2026 – October 1, 2026

Call objective: To establish a specialized Support Hub that will provide comprehensive assistance in the implementation of multi-country projects (MCPs), particularly those utilizing the legal framework of the European Digital Infrastructure Consortium (EDIC). Key activities include:
 

  • Providing legal, financial, and technical advice to EDIC and other MCPs.
  • Assisting in the preparation of statutes, financial plans, and operational structures for newly established EDICs.
  • Sharing best practices and developing toolkits for the management of these large-scale infrastructures.
  • Supporting coordination between Member States and the European Commission in identifying new opportunities for multinational projects.

Budget + funding rate: The total allocation for this topic is €1 million. The funding rate is 100%. This is a Coordination and Support Action (CSA).

Duration: 36 months

Type of beneficiaries: The application must be submitted by a consortium consisting of at least 3 independent entities from 3 different eligible countries. Target stakeholders include public authorities, legal and financial experts in European law, research institutions, and entities involved in the EU’s digital transformation.
